Can't access "RUN" program

My cousin was over at my house last week end and was messing around on my computer and now for some reason my computer wont let me access my "RUN" program. When I try to access it a icon pops up saying "This operation has been cancelled due to restrictions in effect on computer. Please contact your system administrator." Does anyone know how to bypass or shut off this icon, so I can access the "RUN" program. Any help would be greatly appresated.
