Can someone help. New to SQL and I am troubleshooting a script and came across the following. I searched the internet and could not find a suitable answer, what is this line asking for or doing?

At first guess I'd assume that was PHP instead of SQL, but there isn't enough of the syntax for me to be positive. It definitely isn't standard SQL, but I can't be certain just what it is, sorry.
