Setting file and folder properties on webservers

On my new webserver (win 2k3) I get the problem that files created on the server works fine but files that I have copied there does not work. By "work" I mean that the users can not see the files. As far as I can see the files and folders have exactly the same properties för IUSR_computername.

What should I do?
