Frameworks for Web App./DBs

Hope this is the right board to ask.

I was wondering if anyone has experience with the various frameworks (Ruby on Rails, CakePHP, Symfony) and how easy it was to "get into" it? I'm still a newbie when it comes to web and database development, but know enough to make small web databases/sites. We're wanting to make a scheduling application, and we'd be using MySQL to store the information. We (or, I, rather) also don't want to "reinvent the wheel" and are on a somewhat tight schedule. I'm looking at CakePHP, but have read some reviews that make me wonder whether it is a good choice. The Model-View-Controller idea is still new to me, but it looks like a good way to make a web app.
