Best Practice in Protyping Tools ?

Hi,

I'm preparing documentation to describe a new system for my client.

I'm looking for suggestions on database-driven tools for building a Prototype.

For example, a Data Dictionary that I could use to drag-and-drop data items on to a Forms Designer to build a prototype GUI.

I'd appreciate advice and guidance in current Best Practice in this area.
