Accessing postgreSQL from Cisco router tcl scripts

If anybody knows better the cisco TCL scripting environment:

I need to know if it's possible to access a database (like pgsql) from a TCL script running on a Cisco Router.

Also, in the worst case I'll be happy to know how to read a file located outside the Cisco router (for example on a tftp server).

I try to access a database to read some stored telephone numbers to be able to use shortcuts when dialing.
