ADSL - WinPoEt error 711

On my Windows 98, when I start winpoet to make the internet connection, it is sending the following error message:

Error 711 : Rasman Initialization Failed.

What means this error? how I can fix it?

I had looking for it on the web, but all problems referred to rasman belongs to W/NT
