Can not start Sybase Central

I have installed Sybase Central 4.2 several times on my server and can not get get Sybase central to start. I can see the instance(s) of scjview.exe in the task manager processes tab, but not user interface presents.

My Sybase is part of a third party software distribution, so I have no Sysbase support (just licenses). Can anyone suggest a next step in solving this?

are you using P4 processors?
there's a bug in the Java env.

use isql instead ... in the beginning was the command line

Not a P4. It's installed on a Proliant DL380.
