ORA-29278: SMTP transient error: 421 Service not available

Hi,

We have 3 procedures on our local database which access our application server and send mail(s) to user.However there are 2 procedures are running fine but one procedure showing error 'ORA-29278: SMTP transient error: 421 Service not available.
Surprisingly our application server is down but 2 procs. running fine but one is showing above error. All are used to send mail to users.
Can some throw light on this ?

Which part of "ORA-29278: SMTP transient error: 421 Service not available." do you NOT understand?
Oracle had a problem communicating with the SMTP server.
