pgLib.dll api programming

Has anyone done any work from Windows, interfacing directly to pglib.dll from VB? (I'm not talking about building a C/C++ app which includes the pglib source...)

Neither ODBC or OleDB have any support for PostgreSQL's Listen/Notify, and I would like to incorporate this feature from VB6 and dotNet apps.
