restore redirect in db2

Hi
i am trying to do a restore redirect of the prod db. After the set tablespace containers, I am giving the alter bufferpool cmd to reduce the memory size.
the error o/p for this cmd is
DB21034E The command was processed as an SQL statement because it was not a
valid Command Line Processor command. During SQL processing it returned:
SQL1350N The application is not in the correct state to process this request.
Reason code="3".
i appreciate any suggestions. only if i overcome this, i can do restore continue.
