"Being unable to connect" may - in real life - have different manifestations. Exact Oracle error message (and code) might help solving your problem.

Which operating system do you use? Is it certified with Forms 6i? If so, did you install the latest patch available for Forms 6i?

Yes, if you have access to Metalink; otherwise, no. Unlike Oracle Technology Network, Metalink membership is not free.

I have read in some forum that oracle 6i forms developer is not certified to work in Windows XP SP3. Is this true?

Whether certain operating system is certified with a certain Oracle product can be found at Oracle's Certification Matrices pages.
