Erm...I know I'm a cheapskate...Is there any report designer that is free? Possibly it can do a runtime report customization :D

Which database are you looking at? There are many free report designers available I guess, but most of them are specific to one or a couple of database products only (like Access, Oracle,etc.)

I want the report designer to be embedded in my VB program, so that the user can further filter/customize their data. Is there such free reports? My database is currently MySQL and PostgreSQL
