PhpMyadmin or Microsoft package?

Does anyone know if you can run phpmyadmin to a remote mysql server?

Also, we need a professional package for our girls to insert the information into a mysql database.

We were using Access and now just moving the information. Does anyone have any recomendations on what microsoft interface to use?
