General design questions

Of these types of db designs:

-Object- relational
-Hierarchical Relational
-Flat
-Object Oriented
-Network

Which would be best suited for:

a) Someone in charge of developing a Computer-Aided Software Engineering (CASE) database, which stores data relating to the stages of the software development lifecycle.

-and-

b) Someone who wants to track secret information pertaining to military satellites, monitored countries, and tracking stations.
