Question Intermediate storing of CLOB

I need to write a Stored Proc/Package that will need to be overloaded in such a way that when the front end application(CF) makes a call to it first time, it has to store a huge file as a CLOB (as a global or something) but when called next time, it has to remember that previous value and insert it into the database table.
Can someone give me pointers in the right direction? Thanks in advance.
