external subroutines in COBOL

I have mentioned here what I thing about external subroutines in COBOL.

i.e,
Call 'getEnvVariable' using
by reference env-var-name
by reference env-var-value
returning return-value.

is like WIN32API to do certain task, am I right?

when I compare these, both are abstracting it's implementation from the programmer, it only shows us what are all arguments it have, its types(handle or value) needed and return some value. is in it?. some times the creaters gives us description of how to use it.

Is any one consider this and give me suggestion...
