Could not fork server connection

Hi ALL !
Linux RH 7.3
IDS 2000 v 9.21

I try to restore backup . This backup created on other server
After message "would you like to backup the logs .. n"
created error

Physical Restore failed - Could not fork server connection.
----------------
I try :
oninit -ivy
It's work good.

I check onconfig parameters:
TAPEDEV , TEPESIZE, LTAPEDEV, LTAPESIZE
It's correct.
What must I do?
Help me, Please !
