insert into tempdb is slow in 12.5.1

I am trying to insert 10,000 rows into a temp table using jconnect 5.5 jdbc driver. The insert operation is slow on 12.5.1 vs 11.9.
Does anyone had this problem before?

Compare both sp_sysmon outputs and both showplans
