Does anybody know if it is possible to "float" and image over an existing image?

I have an image which I am not able to manipulate, various reasons, and I need to place another image over a portion of that image, "float" it over. Is this possible and can anybody help me with this please?

I have battling for a number of days and this is my last hope.
