How do you target an open application?

Hi,
What I am trying to do is target an open MS Access database and bring it to the front of the users desktop. The process is as follows:

1. The webpage opens - it is a map connected to a database.
2. The user opens the database from the map and makes some edits.
3. The user then goes back to the map to see the changes.
4. The user opens the database again.

It is step 4 that I am trying to make work. At the moment I can only get the user to open another instance of the database but I want them to target the one that is already open. Is this possible?
