update only first record

Photo_ID Ad_ID PrimaryPhoto
photo_1 43 primary(True)
Photo_2 43 not primary(False)
photo_3 43 not primary(False)

Here is what I am struggling with:

If record with primary is deleted make one of the remaining photo records the new Primary.
