Unbound Dropdownlist

Hey Gang, I hope I'm in the right Place. I have a vb.net form that has 2 unbound dropdownlist. One Works fine it basically list states. The other list names of organization. Should there be a datasource that it has to reference for this information??????. The state dropdown is identical the the organization dropdown properties. I'm a novice in this areana. So any help would be appreciated.
