in win98 or winxp
comes up with this error ..
cant run any programs anymore.

have you had the w32/pate.b virus?

If you have, your antivirus software has attempted (and succeeded) to clean all the exe's on your drives that WILL have been infected with the virus. It unfortunately in the process will have rendered all of them useless i'm afraid.

I would re-build the OS and reinstall all your stuff again...
