What might be a problem with connection?

I noticed lately that my connection acts wierd. I mean, its speed. Using FTP to download takes 10 times longer than uploading (the same size files).
Or for example, in MSN Messnager sending files is fast, but receiving takes forever.
I think it might be in configuration of my LAN connection.
I am not very good in network administration. Seems like it's an easy-fix, but not for me, after all.
