ftp command help

Hello,

I need an fctp script to connect to a remote server, compare the file modification date with the current date and if it is the same copy this file to the destination server and then delete the file from the remote server.

I am looking at MDTM, but am nont sure how to make this work. I am ok with ftp commands, but cannot think of how to do this. A command line utility to do this is also acceptable.
