when I go to Tools > Experts, nothing happens. I tried to restart Paradox and changing my preferences but nothing happens. I can't start the "Experts". Someone?

Experts are an optional installation item...

Are you sure you installed them?

And you can surely try to reinstall them.

Another thing you should be aware is that they will not function if you've deleted theyr aliases (something like dxExperts:...)
