Report margins in PDF aren't what I see in preview

Report margins in PDF aren't what I see in preview

I have a report that has margins set to .166 left and right in the page setup. The print preview looks fine but when I generate the report to PDF, the left margin is about 2 inches.

Is thre somewhere else I should be setting this? I sure can't find it.
