Electronic Filing Cabinet - design ??

Hi,
Has anyone experienced with a design for Electronic Filing Cabinet. I have been googling around but havent had much luck. Although I have the initial design set up, but doesnt seems quite promising. Just wanted to see if anybody in here has any comments on it....

A Vague concept is to put files digitially in the database in groups, category's with options of deletion (TTL-Time to Live) and such.

Drawers is something I did not think about...maybe that would come under groups or categories.

Setting the permission is not an issue, as it can be controlled by Oracle (any db) itself.

All Im seeking is just a basic idea if somebody has practically implemented it..and I can then go and change/improve/discard things which i would or woudlnt want.

Please advice !!!
