Can normalization be fully completed via an ERD?

Hi i just wondered if normalization can be fully achieved at the conceptual level (via ERD), prior to table implementation?

Yes, it can. But ERDs are only tools and just because you have done an ERD doesn't mean the data model is fully normalized.
