Please help me get started...

I am not very familiar with databases and I am looking for someone that can help me get going in the right direction or offer their services.

I am looking to offer a call in course where students can register, pay, listen to a recorded lesson, take a quiz after each lesson, and complete a course evaluation after the last lesson.

After the course, I will need to send them a completion certificate. I would like all of this to happen by phone.

I would like to automate as much as possible. Please let me know if this is feasible.

Sure its feasible.
Decide on a database platform, and then either become an expert in that platform or hire someone who is.
