probably a dumb question, but...

Why do databases like Wikipedia have a staff of techs perpetually working on the program fixing bugs and massaging code? Once the site is up and fully functioning, isn't that really it? Is it because the program is relatively new and not all bugs have been worked out?

I would assume they are adding features and functionality, or optimizing processes.
