There are tens of thousands of download locations for MIS databases schemas. Every ERP system includes one. SourceForge has many of them (several of which are quite good). Many IT training companies offer samples.

You need to decide which of the schemas you want to use, then purchase a support license from the appropriate company to allow you to download the schema that you choose.

also, most government systems MIS model can be found in the public domain
