Store Procedures vs (Views or Tables)

We are planning to move some MS.Access app. to VB6, Oracle (OO4O)for 30 users.
Our DBA wants to use Store Procedures insted View or Tables, I know that is really hard to make this change, I need some opinions about Store Procedures and Views, Tables.
