Because they're buzzword compliant. Oh, and they're on the web and do stuff with XML.

Pros: As I mentioned, they are buzzword compliant. Also, they're on the web. And adding a few XML tags in angle brackets makes your PowerPoint presentations look really technical!

Cons: No one really knows what a web database is, let alone a web DBMS.

First you hire some designers, developers and implementers. Spend three months in design meetings, then you realize you haven't actually written any code so you start writing lots of code that doesn't really do anything. Finally someone scrapes together a piece of crap web app using in Perl and the company folds when the investors realize you have no clue what your business model is.
