Indexing strategy needed to increase DB performance

Hi i have a basic project management database and i need to create indexes to increase peformance. I know how to create indexes but im not sure what tables i need to index. What info do you need to help me?

It's more a case what what information you need to help yourself

What DBMS are you using for a start?

im using Oracle 9i, if thats any help, i only know the basics of indexing, this is for a uni assignment so its not an actual working database.
