Question Knowledge databases?

Does anyone know about creating knowledge databases? I have this for an assignment, and have no idea where/what to look for.

are they not a form of encyclopidia?

or do you mean expert systems / AI / Diagnostic systems / Fuzzy logic "smart" systems
