Are there any db2* files under the \windows (or \winnt) directory?
Is there anything in the \db2log directory that may give you a clue? If not, the other thing you can do is start the install from a DOS command line and specify the trace options, might tell you what it's looking at when it decides that DB2 is still installed. I believe it's "db2setup -t <tracefile>".
