Question HIPAA complience to block data view

Hi, I am with a healthcare org and am looking for a way to block sensitive data being viewed at the TCL level for off-shore contractors ....

does anyone have anything to offer me in the way of ideas, telephone #'s, hope .....

If there is a table that has sensitive data, do not allow the user to select or modify that table, i.e. do not grant any rights. If there is some data that needs to be viewed or modified in that table, use a View to only allow them access to what they are allowed.
