Health Center

I currently do not use my DB2CTLSV instance and I would like to stop the instance. I have disabled the helth monitoring at the instance level, and I have disabled the instance monitoring, db monitoring and global db monitoring in the Health Center. After all of this the Health center still flags the instance as a problem when the instance is stopped. How do I get the Health Center to stop monitoring that instance?
