sql5043n Error While doing Db2start

I am Using DB2 Ver 8.2 Workgroup Server Edition on Windows 2000. While Restarting the database, I am getting SQL5043n. Remote clients cannot access the Db.

I checked SVCENAME parameter in Database manager config, it is db2c_DB2.
Also, i checked /WINNT/system32\driver\etc\Services file.
It is having db2c_DB2 50000/tcp

I am using tcpip protcol . DB2COMM=TCPIP

In Control Centre, Instances , Click 'SetUp communications' . Select TCP/IP Properties. It is displaying correct host name and service name. In port number now it is blank. Previously it is having value - 50000.

I haven't get any message like 'TCP/IP successfully started ' on db2diag.log.

I changed the Diaglevel to 4 and following error shows in db2diag.log file.
