DB2connect SQL1226N error

While connecting to DB2 via DB2Connect v8.2....the 'agents registered' parameter increases over time and eventually causes a SQL1226N 'maximum number of client connections are already started' error. I know there are not as many users connected as indicated by 'agents registered'

Why is this happening and what can I do the keep this number accurate to the number of client connection?

BTW...Never had this problem with DB2Connect v7.*
