Health Monitor error logged in db2diag.log

Db2 UDB ESE 8.2 with FP 9
(AIX 5.1)

Hi,
On our system a health monitor error is being logged on to the db2diag after a particular interval of 30 minutes. Even though no applications were connected to the database I saw the error was being logged.

The HEALTH_MON parameter on dbm_cfg is set OFF.

Please suggest why this error is coming:
