Question Health Monitor Notification Issues?

Hi All,
I have some questions about health notification. Appreciate your advice in advance.

1. IBM manual "Monitor Guide" says, to specify contact using CLP, run the following two commands:
DB2 ADD CONTACT contact_name TYPE EMAIL ADDRESS email_address;
DB2 UPDATE NOTIFICATION LIST ADD CONTACT contact_name;

What does each of them do? Why do we need two such cmds instead of one?

2. The NOTIFYLEVEL is set to 3, but I don't get email notifications for all alarms and warnings. Some times I get some notifications, while Health Center shows me there are more, even alarms are not notified. The book says you can get that for a minimum level of 3. Is there any other thing to comtrol this?

3. How the frequency of notification is controlled?

Environment:
OS: db2 ESE v8.1 fix 6 on Red Hat Enterprise Linux AS release 3
