Red face BUTIL.EXE - OS/2 Subsystem Bound Application Load Failure

I am trying to convert a users database files from .CDB to .TXT, so I can then convert the .TXT files to a Universe database. I have done this before with no problems. I am on a Windows 2000 system. I have the .CDB files, btrieve.exe, butil.exe and forcedos.exe in a folder. All of this came form the user's system.

I get to the DOS command and type:

forcedos butil -save vendor.cdb vendor.txt

Then I get the following message:

You are attempting to execute a bound DOS - OS/2 application. This application uses an unsupported OS/2 API, and therefore cannot be executed by the OS/2 Subsystem. After the application terminates, you may try re-running it using forcedos, as the DOS Subsystem may be able to support it. Press Enter to terminate the application.

OK
---------------------------

Any ideas? I am already using forcedos but it suggests I use it in the error message.
