DB2_EEE_LICENSE_POLICY and DB2ADMINSERVER

We are setup on Sun with an active/passive cluster. When the D1 machine is active, I can see the registry variables set when I do a db2set -all. When I failover to D2, I can't. However, yesterday, they could be seen on D2. We had to go back and apply real license keys to the trial version installs.

1 - Does the license policy get set when you update the license keys?
2 - What updates the db2adminserver?

How do I fix this?
