ROW_COUNT in SQL/Pl

I'm attempting to get the number of rows updated by a SQL statement, however ROW_COUNT is always 0. I'm using GET DIAGNOSTICS to set my local variable to ROW_COUNT. Any ideas why ROW_COUNT is always 0?

GET DIAGNOSTICS must immediately follow the statement for which you're collecting the diagnostics. Make sure there's nothing else in between, not even a SET statement.
