iconv code page conversion

Hi

I have a file of code page 001139 and 00298 which i need to convert it into UTF-8(1208 database) the version aix 8.2 the related code pages (001139 and 00298)are not present for conversion .If i have related code page conversion i am able to do it by using iconv function ,my question is how can i convert the code pages if i do not have the realted code page.
