is the quiesce command only used when u want load something or there is some other use of quiescing the db/instance/tablespace??

i did a quiesce tablespace on every table and then when i unquisced it for one table and tried to insert/delete something from it, it gae me an error that "tablespace access is not allowed"

Do you, by chance, have RI defined on this table and when you do any insert/update/delete on it, other tables have to be modified as well, but are still quiesced
