Statement Event Monitor

If you're using a statement event monitor and a query uses a with hold cursor, does the STOP_TIME equal the time to run the select statement or does it equal the time when the cursor is closed ?

I have a situation where the select by itself runs in seconds, but the event monitor is logging 5 minutes when run via the application.
